The Preliminary Business Case (PBC) sets out Iarnród Éireann’s Station Accessibility Programme. The programme aims to ensure that every rail station meets EU, national, and IÉ accessibility standards. Almost two thirds of stations already comply. More than 50 still require upgrades.

The PBC assesses options for the full programme and outlines planned activity for its first five years (2022–2026). Stations will be upgraded in phases. Selection is based on a formal prioritisation process and input from key stakeholders.

This document represents the first approval stage under the Infrastructure Guidelines. It incorporates updated requirements from the Transport Appraisal Framework and the NTA’s Project Approval Guidelines. The PBC provides the evidence needed to support an Approval in Principle and to guide decisions on progressing to later stages and station-level implementation.
