Risk Exposure Report: Cyclist Risk Exposure in the Dublin Metropolitan Area

This paper from the RSA outlines a project aimed at estimating cyclist risk exposure in the Dublin Metropolitan Area, including parts of Kildare, Meath, and Wicklow. Risk exposure in road safety refers to the level of activity by a road user group, typically measured in kilometres travelled. Understanding exposure is essential for interpreting collision trends—rising collisions may reflect increased travel rather than worsening safety.
The study focuses on the period 2016–2019, using available data on cyclist travel patterns and road traffic collisions (RTCs) to develop a methodology for calculating cyclist risk exposure. This work supports Action 175 of Ireland’s Road Safety Strategy 2021–2030, which calls for a national cyclist risk exposure measure. A pilot study in 2022 aimed to supplement existing data, guided by international best practices. Action 109 also contributed by establishing a Risk Exposure Liaison Group and Technical Subgroup.
The RSA and NTA collaborated to develop the methodology, applying it to RTC data to better understand cyclist safety. Findings showed stable minor injury collisions but a sharp rise in serious injuries, with an average of three fatal collisions annually. The results will support international comparisons and inform future safety strategies.
